Rory has worked in the background screening industry for over 10 years in a number of operational roles. Having worked for a CRA, a provider, and a wholesaler, he has a great understanding of the unique challenges our members face. He has been part of the Access Subcommittee since 2018, where he has worked extensively with courts throughout the country to ensure fair and open access to records for PBSA members.

Artificial intelligence is rapidly finding its way into background screening operations, but many organizations lack a clear way to decide where AI should be used, who approves it, and how risks are managed over time. A well-designed AI policy helps organizations move faster with confidence by providing consistency, accountability, and defensible guardrails for AI use. This practical, workshop-style session focuses on AI policy as a governance tool—showing how it can support responsible innovation while reducing legal and operational risk. Attendees will learn the core components of an effective AI policy, what belongs in policy versus process, and how regulators and plaintiffs’ lawyers tend to scrutinize AI governance in practice. The session will also explore how to tailor oversight based on different AI use cases, rather than applying one-size-fits-all rules. Participants will leave with a clear policy framework, key decision points, and a governance checklist they can take back to internal stakeholders or counsel to finalize responsibly.

Phillip Maroc is a Partner at FisherBroyles, LLP, where his practice focuses on privacy, data protection, and technology law, advising companies on complex regulatory and governance issues. He brings decades of in-house experience from senior legal leadership roles at Silicon Valley companies like Adobe and Workday, where he led privacy and go-to-market legal strategy for global products and large-scale commercial operations. His practice centers on translating regulatory requirements into workable frameworks that organizations can implement in real business environments.
